While the regulatory challenges do pose questions on smoother business functioning and consequent job creation, there are several underlying factors which indicate that there is a lot of work to be done in employment, employability, and ease of doing business.

The nature of work is being fundamentally reshaped by technology, policy, and the structure of labor markets. Despite leading in automation and innovation, highly industrialized states like the United States are experiencing skill mismatches in high-tech and digital sectors, showing that technology adoption alone does not guarantee employability. Advanced economies such as China, Japan, and Singapore have come to realize that automation and digital transformation alone do not guarantee inclusive growth and have devised workforce strategies that combine technology with continuous reskilling. These countries place great emphasis on lifelong learning and the development of cross-functional capabilities, as well as digital readiness, to ensure workers can adapt as AI and automation alter job content. In China, for instance, rapid adoption of industrial robots that increased manufacturing productivity while mitigating rising labor costs was accompanied by systematic skill development to prevent labor displacement. Similarly, Germany continues to leverage structured vocational training, particularly in the Mittelstand manufacturing sector, to preserve highly skilled workforces amid automation.
